What is classified as a security incident?

While these activities are crucial for ensuring the vessel functions properly and is prepared for emergencies, they do not inherently represent a threat to security. They are proactive measures aimed at ensuring safety rather than incidents that compromise it. Thus, they do not meet the criteria of a security incident.
